there is way WAY too much ui whose appearance is directly dependent on the size of the game window for something written in an engine that cannot handle such things.

now you may be wondering "is there a reason i can't use the D-pad and/or arrow keys to hover over the locked buttons on the beacon screen?" and the answer is no.
the vanilla resources have json meant to be used for when hovering over the locked buttons on the beacon screen, it just doesn't work for no reason whatsoever.
